Independent practice for RMHTs
At Council’s March 30th, 2012 meeting, a major topic for discussion was the issue of independent practice for Registered Mental Health Therapists (RMHTs). This was a controversial issue among stakeholders, based on feedback received during the statutory consultation period (July-Sept ’11), and recirculation of parts of the Registration Regulation Jan-Mar ’12.
Registration Committee wrestled with the question at its March meeting but came to no resolution. As a result, various options were presented to Council; however, when it became clear that there was no consensus on the meaning of “independent practice”, the matter was referred back to Registration Committee for further deliberation.
The core issue is the belief by some stakeholders that RMHTs should never practice independently under that title, no matter how much experience or upgrading they may have. Others believe that RMHTs are fundamentally a different kind of practitioner with particular training and expertise in a field of practice related to psychotherapy (e.g. addiction counseling), in which they use the techniques of psychotherapy. They believe it is appropriate that RMHTs are able to practice independently once they have met the “additional conditions...” Click here for full article.

Regulations ready for formal consultation
June 22nd was a red letter day in the life of the transitional Council, due to its approval of three draft regulations, now ready to move forward to formal consultation, starting in late July.
Approval of the draft Professional Misconduct, Quality Assurance and Registration Regulations marked the culmination of an intense period of work for our committees, as they considered stakeholder feedback on the draft regulations, received at consultation meetings this spring and also submitted in writing.

Executive Committee has determined that Council’s energies should focus on committee work prior to the June 22nd Council meeting, when the final draft Regulations will go Council for approval.
Please inform your colleagues about the cancellation if any were planning to attend the meeting.

Registration Regulation meets roadblock
Last fall, the MOHLTC informed Registration Committee Chair, Pat DeYoung, and staff that it could not support a master’s level credential requirement for registered psychotherapists. In late November, Ministry staff took this a step further when they said they regarded any specific education credential as problematic. The Ministry urged the transitional Council to adopt a “competency-based” approach... Click here for full article.
